New version of US Street Address API quickly found problematic and rolled back

A smattering of HTTP 500-level errors were logged during a period of a few minutes at the onset of a deployment in one of our data centers. Our monitoring quickly alerted us to the situation and the deployment was cancelled and rolled back. The failure has been identified but is still not completely understood as it was not uncovered via usual QA and diagnostic procedures.
